Redlands Epoxy Floors has been installing epoxy flooring in Lake Arrowhead for more than twenty years, and the thing that shapes almost every job here is that the owner is usually somewhere else while the work happens. More than half the houses in this community are second homes, so the normal rhythm of a floor job — walk the slab together, pick a blend on the tailgate, hand over the keys at the end of the week — does not describe how the work actually gets done up here.
We have built the process around that instead of apologizing for it. Access is arranged with whoever holds the key before the truck is loaded, the slab is documented and sent to you the day it is opened, sample boards are left down on your own floor and photographed under the light that room actually has, and the proposal states the system by name with its product data sheet attached, the mil build as a number, the profile we will grind to, and the moisture reading we measured. You approve a specification rather than a conversation, because a conversation is not available.
We also schedule against the surface temperature of the slab and its dew point rather than against a date, and against your calendar rather than ours. On a house that is rented, that second constraint is usually the harder one, and it belongs in the quote rather than in a phone call halfway through the job.
A Community That Is Empty Most of the Week

Fifty-Five Percent of the Houses Are Somebody’s Second One
Of 11,736 housing units in Lake Arrowhead, only 4,501 are occupied in the census sense and 7,235 are vacant — and 6,500 of those vacant units, 55.4 percent of all housing here, are in seasonal, recreational or occasional use. Just 250 units are for rent and 83 for sale. A contractor reading only the occupied-housing numbers is looking at about a third of the real market and wondering where everybody is.
The Owner-Occupied Pool Is Not the Addressable Pool
Owner-occupied single-family detached houses number 3,515 here, read directly from the Census tenure-by-structure table. Add the seasonal-use stock and the pool of privately owned houses roughly triples. Practically, that means most of the garage floors we are asked to quote belong to somebody who will see the finished work for the first time on a weekend, weeks after the crew has gone.
Detached Houses on Mountain Lots
The stock itself is unusually consistent: 91.3 percent of all units are single-family detached, 10,716 of 11,736, with only 109 units in structures of fifty or more. That is a community of individual houses on individual lots, each with its own driveway, its own approach and its own garage — and no two of those approaches are the same width, grade or surface.

Getting Into a House Nobody Lives In
The Access Conversation Happens Before the Truck Is Loaded
A grinder, a dust extraction rig and enough material for a two-car bay is a loaded truck and trailer, and turning it around at the top of a mountain driveway because a code did not work is an expensive morning. We confirm the access method, the alarm, the water and power situation and who to call on site before the job is scheduled, and we send a photograph from the driveway when the crew arrives so you know the right building is open.
What Gets Sent to You, and When
An unoccupied house means the owner cannot look at the slab when it matters. So the floor gets photographed bare after grinding, again after crack and spall repair, and again at topcoat, and anything we did not expect to find is sent with a written note and a price before it is acted on rather than after. That is the whole substitute for you standing in the doorway, and it only works if it is disciplined.
Winter Can Take the Site Away Entirely
Getting here is genuinely conditional in winter. Caltrans chain controls are graded, and the mildest of them, R-1, requires chains on all vehicles except passenger vehicles and light trucks under 6,000 pounds with snow tires on at least two drive wheels — a loaded work truck and trailer is caught at that first level. R-3 requires chains on everything with no exceptions, and Caltrans notes that a highway will often be closed before an R-3 condition is imposed. State Route 173 is the only California state highway with an unpaved segment, and that roughly 3.15-mile one-lane dirt section has been permanently closed since March 2011 after erosion and storm damage, so through traffic routes by way of SR-138 and SR-18.
One Number, One Method
Snowfall here depends heavily on which record you read, which is why we quote access risk rather than a headline figure. On NOAA’s 1991-2020 normals, the Lake Arrowhead station averages 22.4 inches of snowfall a year; the same station’s longer period of record is substantially snowier, because recent decades have been drier than the long run. Either way it is enough to strand a crew: the National Weather Service issued its first-ever blizzard warning for the San Bernardino County mountains on February 23, 2023, naming Lake Arrowhead among the communities affected.
Working Between Rental Bookings
Return to Service Is the Real Specification
More than 1,200 licensed vacation rentals operate here, and on a rented house the binding constraint is not how long the floor takes to install but how long it takes to hand back. Those are different numbers. A conventional epoxy system on a cold slab can publish full cure at ten days, while a polyaspartic can put light foot traffic back at three to four hours and vehicles at twenty-four. When the gap between one guest leaving and the next arriving is a day, the chemistry choice is made by the booking calendar.
What the Fast Return Costs
Cold-tolerant, fast-return products buy that schedule with working time. The same polyaspartic data sheets that publish twenty-four-hour vehicular traffic publish pot life at fifteen to twenty minutes, against six hours for an epoxy at fifty degrees. That is a crew size and batch size decision, not a marketing one, and it is why we will not quote a fast turnaround on a large floor with the crew we would send to a slow one.
The Garage Has to Work Because the Street Cannot
San Bernardino County permits short-term rentals in unincorporated mountain areas under County Code section 84.28, for stays of thirty days or less, with a maximum of one permit on a parcel under two acres and two on a parcel of two acres or more. Permits are not transferable, and on-street parking associated with a short-term rental is prohibited outright. That makes the garage and the driveway operational equipment on a rented house rather than storage, which changes what the floor has to survive and how quickly it has to be usable again.
Sequencing Around a Calendar You Control
We book these jobs backward from the date the house has to be available, not forward from the date we can start. That means the slab has to be genuinely clear on day one — no crates, no ski racks, no second refrigerator — and it means we would rather move a start date than compress cure to protect a booking. A floor handed back soft is a floor that will mark on the first hot tire.
Approving a Floor You Are Not Standing On
Sample Boards Left Down, Not Held Up
A two-inch chip cannot tell you how a flake blend reads across twenty feet, and a photograph of a chip is worse. We leave physical sample boards on your own slab, in the room they are for, and photograph them under that room’s actual light at working distance and up close. A blend that looks busy in the hand usually settles across a bay; one that looks calm can read as noise. That is only visible at scale, and scale is exactly what a remote approval loses.
Metallic Comes With an Honest Caveat
Metallic pigment dispersion moves inside the wet film, so the pattern comes out of how the material is worked rather than out of the pail. No two pours match, which is the appeal and also the risk — and it is a harder risk to accept sight unseen. We will show the technique on a board first, and we will not promise a repeatable result to a client who is not there to see it made, because nobody honestly can.
The Second Approval Layer on Arrowhead Woods Parcels
A large share of parcels here sit under Arrowhead Woods tract CC&Rs, and the Arrowhead Woods Architectural Committee reviews garages, carports, decks, retaining walls and hardscape in addition to whatever the county requires. Applications must be submitted eight days before a meeting to be considered, and approvals run eighteen months from the original approval date unless stated otherwise. Where work stays inside an existing garage that layer may not apply at all; where it extends to a driveway apron, an exterior slab or a wall, it is a question worth asking before a date is promised — and the answer takes at least a meeting cycle, which an absent owner cannot compress.
Who Actually Issues the Permit
Lake Arrowhead is an unincorporated census-designated place with no city government, so the building authority is San Bernardino County Land Use Services, Building & Safety, which keeps a Rim-area office as well as the main counter at the County Government Center on North Arrowhead Avenue in San Bernardino. Naming the right authority matters more than it sounds when the person signing the paperwork is doing it from a hundred miles away.
What We Find When the Garage Is Finally Open
The Slab Under Everything Nobody Moved
A garage in a house used twenty weekends a year accumulates the things nobody wants indoors, and the owner is not there to triage it. We agree in advance what we are permitted to move, what has to be gone before we arrive, and what stops the job if it is still there — and we say plainly that a bay we cannot fully clear is a bay we cannot properly grind, because a coating stopped around an obstacle is a visible seam forever.
Older Stock Gets a Reading, Not an Assumption
Of the housing here, 2,086 units — 17.8 percent — predate 1960, and 1,142 units, 9.7 percent, were built in 1939 or earlier. That is stock placed before under-slab vapor retarders were routine, so those floors get a moisture measurement rather than a guess: in-situ relative humidity to ASTM F2170, or calcium chloride to ASTM F1869, read against the thresholds that live in ASTM F710 rather than in the test methods. The number goes into the proposal, because moisture failure is the one thing almost every coating warranty excludes and it is the worst possible thing to discover remotely.
Ground to a Profile, Never Etched
Every slab here is opened with diamond tooling to a named ICRI concrete surface profile, commonly around CSP 3 for a thin-film system, with grit sequence and diamond bond hardness matched to the concrete itself. Acid etching leaves a chemically softened skin that a coating keys into and later releases in sheets — a failure that would be found months later by a guest rather than by the owner.
The Product Has to Be Legal for the Parcel
South Coast AQMD Rule 1113 applies here exactly as it does down the hill, capping floor coatings at 50 g/L VOC and industrial maintenance coatings at 100 g/L as mutually exclusive categories, with subsection (c)(6) prohibiting applying or even soliciting the application of an industrial maintenance coating for residential use. A mountain house is residential however hard the garage gets worked, so the compliant, cold-capable products are a narrower list than a national catalog suggests — and we select from that list rather than borrowing something from a commercial job.
